Can anyone explain how this will work?

Can't quite figure it out from the schematics on page 1.

Do we need to lock lower tier zones to progress to next tier?

EDIT: Ok, it does indeed look like we have to lock tier 2 and 3 to unlock tier 4.

Does that in effect mean that the grind for, say, Conqueror gear, just got a lot more grindier? Or will loot from lower tiers be handled in accordance with your level? So tier 4 players can get Conqueror gear from Gold Bags in tier 2, for instance.

From what I gather reading through this, nothing has changed in terms of loot (bags, medallions, etc) which means a T4 player will now work to lock all the zones in T2, then work to lock the zones in t3, collecting medallions appropriate for that tier while being excluded from bag drops from keep takes for any zone less than T4. After feeding bags and medallions to "bolstered level 16 players" who are only contributing to the actual effort by feeding the healers renown and contribution through heals and rezzes (even though the T4 healers will be excluded from bags in T2 and T3), you then get to perform the usual T4 lock alongside bolstered player who, again, won;t be contributing much but will be in on the random rolls for T4 bags from keep takes.

The only benefit to this scheme, as I see it, it that even my SnB Deftard-Guardbot Chosen will be able to feel like a God while stomping bolstered enemy grey-shirts. The same mysterious contribution system will be in effect *cough* kills-damage-heals *cough* which will, as always (just like before) leave a majority of players in ORVR winging about the RNG nature of contribution rolls after spending hours locking the zone.

Solid plan, IMO. Sounds like a few days of fun in High Pop EU land and a miserable week of anyone bolstered in NA playtimes.
