The big gear gap in the top tier can't be avoided (unless of course you plan to remove gear entirely). In the lower tiers, it can. In the lower tiers, characters are transitionary only, and can't accumulate a lot of gear, neither does it have much of a point to send down very good items from higher rank characters since they can only use it for a (relatively) short while. And even if someone does it anyways, they won't be there too long - in fact, the more successful they are in RvR, the faster they earn XP and the shorter their time in that tier. It won't eliminate twinking completely of course, but it makes a very big difference.
Also, as others have pointed out, new players are still learning how to play the game, RvR especially, in the lower tiers. That makes twinks there actually worse than in T4, or even T3.
Also, there is a difference between lower tier twinks who usually are given gear from higher rank characters, and end-game "twinks" who earn it themselves under the terms set in the tier they're in (meaning it takes some actual effort).
I can think of other reasons to want an XP off feature, but to be able to twink characters in a PvP-focused game is the worst possible one. To have a completely unfair fight, where the enemy has no chance, and not because of grouping, player skill or anything like that, just gear, from higher levels?

Actually Miss. Diva, I suggested /xp off should work for level 9 and 19 respectively in response to his post. At 9 you can't wear decayed weapons, renown gear (the good one anyways), medallion weapons, bloody and blood-soaked gear, etc... Also, you don't have access to your tactic slot (empire/chaos absorb shield is pretty decent) and you can't use level 10 pots. So basically, a "new" level 11 player will still have a chance against a level "9" twink in gale gear.

Too bad that's more of a tangent than anything when we were arguing over whether or not OP was making any actual suggestions here. As I said, OP only asked a question in the suggestion part of the forums; not making any actual suggestion as to why that which he had questioned should be implemented.

And then you did something hypocritical to justify avoiding the point I was making. Ergo, that you're no hair better than the people you 'criticise' for all the 'right reasons'. Seeking self-justification in a thread by, as I said, poisoning the well on people who you have a negative opinion on, does not invalidate their disagreement on the matter. Your actual argument on the matter is something they should reply to and try to refute (good luck to them), but that doesn't mean you can fire off ad hominems at will for self-amusement on a forum thread in an attempt to bait them. I agree, I think it would also discourage new players who just start to pvp. Tier 1 and tier 2 should be where you are learning the basics of PvP/RvR, not getting steamtrolled by twinks.

Face it, people still lack the basics in t3 and even in t4, when we get it. This is hardly a reason to be against no-xp.
