Order has a few leaders who organize things on a RVR level and get things done, they aren't entirely put off by setbacks and seem focused on their goals. Destro could do that but they don't have those particular people. Destro has a few leaders who gather premades to themselves and stomp around SCs farming digital pugs and doing very well for themselves and their smaller groups.

I think its just a difference of methodology.

I was saying this in advice earlier in regards to zergs/WBs:
There are a few leaders who try and bring some organization to pugs WBs, but that doesn't change a) the trends of those warbands and how they operate and b) they accomplish the same tasks because of numbers.

I have seen a shift in population that heavily favors Order. But, even when the factions are 50/50 or 51/49 it always seems like Order is always out zerging while Destro is usually queuing for scenarios.

It seems to be the way things get done, an organic reaching for the thing that is there to be had.

It doesn't help that entering t2 is such a miserable experience. A level 12 vs even a single level 26 is a very convincing argument that zergs are the way to go and it is the only way you will ever advance.

You dont get to 26 by facing 26, you get there by being present when other 26s duke it out. Change that paradigm and maybe you change everything else. But as long as a lone 26 can feast on all the 12's without end, look for the zergs. Not a qq, just a statement of mechanical fact.

So when one of these Order leaders says, all to Mand for defense. everyone knows whats up, this is your chance to get a little closer to 26. For Destro maybe its not so urgent. Those premades have it made because the SC setup virtually guarantees them all the blood they will ever need. No need for them to jump through hoops. Let everyone else try to take Mands. So fewer Destro show up. Its just mechanics.

no organization in destro no lead... is not your fault it is clear destro its FFA rvr or sc
