Iirc magic/melee/ranged power does not reduce the enemies chance to block/disrupt/parry/dodge, but it isn't affected by the strength/intelligence/ballistic softcap.

This is not technically correct. Some skills, which do not acquire bonuses from offensive stat (and power stat), ignore toughness.
Ah yes. Morales ignore everything, they deal pure tooltip dmg regardless of stats/bonuses/mitigation.
Was there any other non-morale skill that do this? Cannot recall any
