Thank you for your answers. So as 60 rr I should use vanquisher and farm crypts and bs ?

Also I wonder if I wouldn't do better as solo/small scale rvr player (dwarf enjoyer) as 2h ib ?

You have to provide more context. Your exact experience and skills are unknown completely. Assuming you have huge AoR experience, account here from 2015 but its unknown if you played here then T4 was introduced. AoR =/= RoR, those are literally almost different games, combat formulas changed, gear, classes, everything beside some basic, general stuff is different. Considering that above is unknown i go from a point you are newcomer and have no experience or skill hence you are asking on forum. Also, its very important, what is your timezone - EU, NA, oceanic? oRvR looks completely different in different timeframes.

So, a question - what is small scale by your means? Running in a group of 6 in oRvR? You will much better do as either group based on WL (preferably 2-2-2 and with either engi or aSW/hybridSW) or 1-3-2 setups with RDPS (most efficient one is IB-BW/rSW-engi/rSW (no double tho, so 1 rSW instead of either BW or engi)-DPS AM-RP-book WP). Its all about kiting so any none WL based setup will be worse/less optimal. 2h IB is incredibly supoptimal to run in any "small scale" rvr, you will have to go shield and provide completely OP tools with snare break/immunity and punt/pull immunity.

If by small scale rvr you mean duo/trio/<6 then RDPS prevails here as well (unreal to even get close to kill/deaths ratio with melee group vs ranged one during EU primetime) as you wont be able to zergsurf this effiecent. Shield IB is amazing pick for duo/trio too but here you can run actually run 2h as you wont be able to peel the blob anyways. Both slayer and IB will be decent picks if you dont aim at biting the zerg and look for ~2v2 fights (or similar). In such case slayer can be either 2h or DW, there are viable builds for both and same for IB, either shield or 2h, both works. Most optimal duo havent changed since AoR and its 2h WP + 2h/shield IB. For trio add DPS AM/RP.

If by solo/small scale rvr you mean solo roaming in rvr then 2h IB wont be better pick. Shield IB however will be. Currently best solo roaming IB build is offensive WS stacking SnB build.

It depends greatly of what you do.
For pugging/group play:
If you join oRvR either organised or pug and play SCs then most optimal setup is 4 vanq + vw + sentinel. Thats general best option for any mDPS pretty much. Ill link you planner with pieces later in the evening.
Possible to run sentinel + beastlord mixes (6+3) but generally vale-walker will carry you better. Bloodlord set is meh so just get it for a ward and weapons.
So yes, you have to farm crypts to get ring, bastion for ward (can get new armor ring there too, niche pick but why not, you have to do the dungeon anyways) and also mandatory to do beastlord and do Hunters Vale for vale-walker set. Once you get vanq+vw+sentinel mix you are free to go Lost Vale and grind the gear there. For group play darkpromise set is 2h BiS and very decent before sov for DW too.
If you dont mind super huge grind you can skip bastion, buy invader with crests. Invader set still strong af in permared builds however you will be with 7k hp which is incredibly demanding on your skills (positioning&peeling for the most) and generally not recommended for newcomers.
For solo play:
It actually depends on match up cause solo play is rock-paper-scissors and the only thing there somewhat resembling "skill" is GCD management (however as for anything some players bring it to absolute extremes so each bloody step in a 1v6 fight matters, but just as with anything those are rarest exceptions, on average its pretty dumb gameplay). For rr60 i'd go with full vale-walker and fleshrender rings.

Important note here, if we talk solo and if you measure "better" by kill/death ratio then you will surely do better as DPS runepriest. DPS RP currently considered as most broken solo roam class. However its funny to observe how people whine at start and then eventually meta evolves and something which was considered as meh changes (e.g. amount of whine there was right on rework about Rune of Fulmination being long cast) suddenly turns out as completely broken/OP/nerf it right now!1. It also funny that suddenly just 1 person appears to actively, daily roam on something with succes such class becomes OP instantly haha. Previous example was Gilgam solo roaming on SnB IB, people then considered SnB IB completely broken.
