Same issue. Turned on VPN - works fine.

I have a similar problem. Without a VPN, I can access the character selection menu, but then the server drops the connection. With a VPN, everything works.

I tried again this morning, just now. At first it didn't work and I wanted to give up, but I tried a second time and it worked. It downloaded some files, took a while, but ultimately it completed the download.
Pressed the Repair button, the window just closed, launcher was still green. Game could be started.
Closed the game+launcher and tried a 3rd time, same: He downloaded again(!) and that's the weird part, that is something it shouldn't actually be doing, right?
