Return of Reckoning

I had a lot of fun on Shield DoK before the last change. Agree about making the shield larger on DoK if they ever get to making it fun/playable again.

1. Revert the base heal component that can be heal debuffed.
2. Add to a tactic 'When using a shield, Transfer Essence and Consume Essence are unblockable'
3. Add that cool channel back that made you immune to snares/roots.

No don't touch the shield appearance!!!!!!!!!!!!!!

Otherwise yes, shield spec is super underwhelming now. Even in PvE.
