Return of Reckoning

There is no 75% cap on avoidance, or on Armor Pen for that matter. People often get confused here but it's very possible to go over 100% on any of those stats, it's just not achievable in most cases with the gear we have access to.

Also to comment on why Shield tanks feel thicker in PvE: The only reason would be because every mob has abilities now (as well as bosses) and some of it may be blockable but not parryable. I can't say this for certain as I don't use a shield in PvE but I'll test it at some point.
