If your group of 6 encounter lets say x2 as many enemies. Do you think tank damage or tank CC matters most?
So
More damage for the tank vs an ability to snare all in AOE range for 10s
More damage vs a super long ST punt
More damage or a AOE stagger?

Yeah I heard their trees are kinda **** but so is blorcs with DYG costing 14 points and no other good abilities in the path
But their dmg is still nice, high parry rates down the line and yeah ok no cc but IB and KOTBS got that covered and ordo has 2 rkds as well
You're judging SM based on T1 and T2. Nobody really has a problem with the class down here.
The issue with SM higher up, as I understand, is that it's too tall for **** and too short for Richard. People don't want a tank for its damage, they want a tank to fulfill its tank role and support the group.

The real problem with SM/BO was a lack of a good ST punt.
You win fights by punting the enemy tank away from his guarded mdps/healer and then proceeding to kill him, saving the punted tank for last. BOs and SMs were unable to do this and therefore they didn't have a spot in any premade.
Mythic devs refused to give BOs/SMs a decent ST punt but agreed to give them a defensive Pounce, which made them pretty much immune to punts. This was reason enough to have one in a group, and imho was all those classes needed to be competitive. Sadly that patch never arrived since the game closed before it got released.

A defensive Pounce is very simple to replicate; the issue would be only of how it should be applied (tactic, dedicated skill, etc.) I do not know how it existed on test.

It was a skill, with a 30 sec CD. On BO it replaced We'z bigger on the right tree.

edit: I only tested 1.4.9 BO in the PTS, and everything this guy says is correct. Can't say anything about SMs unfortunately...

So now we will have tanks jumping past tank lines and the coolest thing with war (funnels and tank lines are gone). Why not add the missing ST punt?
