Alternative solution:
Try with PTS launcher that doesnt require .NET framework.

sorry, not very good with computer stuff is there a guide to install dotnet or fix the issue
the PTS launcher seems to be re-downloading the game idk if that's suppose to happen.

Hey,
The Launcher has to be in the same folder as your game. If the Launcher can't find the files around him, he will start to redownload the whole game. Additional try to avoid to make a shortcute first and start the game/launcher direct out of the folder.

Okey, more info, if i let the launcher opened the enough time, (like 10-15min) usually it finish working. usually but not always.
It did something weird, after 10 mins of stay open the launcher allowed me to click on connect, but i dont clicked it, i clicked on opened folder windows and after that i clicked again on the launcher and it stoped working again.
I saved the launcher log if it helps:

I have this same problem , for me Defender says that RoR launcher is infected by Trojan Trojan:MSIL/AgentTesla.AMCC!MTB. Looks serious, some help?
