I wouldnt say it quite the same way but you are right. BIS doesnt equal win in ROR. You can be BIS and lose to someone bolstered. In any case, this isn't a 1v1 game. The difference between the sets is too big.
I tested Rank for three games. for me rank is totally boring.
unfortunately there is no other way around it if you want to have bis.
for me it's just a reason why you want to make a very boring format interesting.

What you get is a 130 WS proc, while other sets give you flat ws. Even if it is 50 more ws on the proc (the items itself might have less), you should experience how much effect those additional stats have. It's far from being a deciding factor.
To make a comparison, damage dealer, who have no pressure, don't suddenly become killing machines, when they use a stat potion.
Dying is no option.
