That's some serious reaching for straws you're doing if that is the case.
No he tries to make a point: that when balancing comes to play you have to look at more than only comparing 2 classes and especially 1 or 2 skills (and he used a destro only feature/synergy that is often overseen/not noticed, but when played corectly makes a big dmg difference)
And the 25% AP reduction is something we'll just ignore then?

This suggestion addresses no issues and solves no problems.
There isn't any notable AP issues on Choppa, no more than other classes, and even such a big cost reduction would still not be worth spending rage on, coz AP issues are usually managed by group and pots.
Keep On Chopping in its current form is a bit underwhelming for an exhaustive, but completely changing it from AP restore to AP cost reduction doesn't solve anything.

NO, it was a hint that it's a bad idea to compare things without including other factors

it was not a serious balancing suggestion - He points to the exact same thing you do right now
