Of course it does. If you have high armor classes and the enemy has light then they will be doing more damage than you.

Woosh, missed the point - it doesn't matter for me really. It's a stat that is broken not some "BW OP cause bomb" balance thread - this shouldn't have been like that and was a simple mistake. I don't view mathematical wrong calculations in the code as part of the game balance.
It's obviously meant to work correctly, but it's just broken.

Im not sure armor is working correctly anyway. I see classes in good gear get burst down through detaunt in seconds by single dps like its endgame t4. Id never saw that in t2 on live.

yea, but with wep skill not work properly idk, sometimes i seems to take lot of damage, like vs some white lions, others i took very low damage.

Fixed in patch.

Issue also resulted in detaunts, shields, Guard, Challenge, Taunt, critical hits and armor not working correctly against ability instant damage.

Less. People will have to learn to assist again. No more single mdps killing targets through detaunt solo.

Not talking about detaunts, guards and all that, but generally wouldn't it be more?
Yesterday I checked - crits on abilities weren't even working at all. It showed a crit in combat log, but the damage was 100% exactly the same as in a normal hit. That, combined with lack of extra penetration should make for more damage, no?
