2H WP vs 2H BO

I've got a Wp at almost 60 and a BO at 72. I can with confidence say that if these 2 are specced right and play properly with = gear/skill, they wont be killing each other. But since I feel a 1v1 style is what you are looking for BO fits this role better. Playing melee WP is painful without guard (which is rare enough as order lacks melee). BO is also Very easy to do well with and will fit better in most groups without need of respec. Melee WP relies also on spirit/armor debuff in order to actually kill.
