To summon a ram you have to be in a guild. You buy it from the siege merchant, then summon near your keep by clicking on it in your inventory. If you aren't in a guild it won't work, however you can still summon both types of cannon and the oil if not in a guild. Best time to summon ram is when you have 2+ stars on your keep and you outnumber your opponent by at least 25%.
