As a form of CC, it is nonsensical to be subjected to such RNG/varying results. So the Mara was facing what every Magical Caster on Destro/Order is currently having to deal with. A **** ton of disrupt, but with only 1 of their abilities. Magical Casters on both sides deal with a **** ton of disrupt on ALL OF THEIR ABILITIES.
Order/Destro MDPS seems like they need more buffs to be able to take down the menace which is Magical RDPS. I say keep buffing melee classes as they need all the anti kiting tools, snares, knock downs, pulls, charges, guard and dedicated healers to deal with the OP Magical Casters.

The design would then be that all forms of CC that can be used to control flow of largescale battles are subject to being countered by HTL (buff Disrupt + Dodge) - so that enemy that properly stacks defensive checks will be able to counter the CC. This includes longer range displacement CC, Magus Rift, Engi Magnet and Mara INT based TE - Choppa pull was a very short range displacement effect, not the imbalanced as hell 65ft melee CC that could not be countered by normal HTL + warband defensive tools. If you wanna push meta that includes 8 maras cheesing the crap out of Pulls that HTL does not counter, all while spamming 70-80% armor ignore abilities and rotating Interrupts, as you slowly fish the enemy WB dry from targets with low parry values... well yay?
What you think of "balancing" 6man scene will in this really cause a major **** when it comes to largescale balance. Mara was absurdly good in wb scale already, after this changed it got buffed further.
