Menace is a level 25 tactic so that is not an option.
Tank control in the sewers can be a little stressful but tbh I stopped worrying after one run where we used a WL to tank.

One thing who is funny about kill quest on RvR zone is to have "kills" from Chaos Waste map for destruction players.
So to have more chance to play to CW today I log my Rune Priest and I join all WB Ostland, Praag and finaly relog my Zealot when Chaos Waste is contested.
It was really fun and intensiv to play to open all the zone I need "kills" for the quest but a little sneaky as I say for a destruction players to hope to have their last map attacked before their Capital. it was more logic when yesterday i was fightin with my zealot at Praag to have Reikland unlocked and have my "kills".
So if you change the kill quest it will be nice to have change only for the scenarios part (have kills from all the Empire?Chaos scenarios, only Empire/Chaos characters count), for me the RvR part is fine like you have designed first. excepted for CW for destro and Reikland for Orda that encourage us to be sneaky to have them contested.
