I don't understand your question. Both sets have resists on belt.

I mean Toughness

You have your own TOU debuff and others in your grp can do the same, together with buffing TOU. Vanq gives you a lot WS for free.

There are better stuff then conq now =)

I would go for a 3/3/3 or 2/4/3 build
Opressor / Vanquisher / Beastlord or Sent / vanquisher / beastlord (3/3/3)
Inavder 2 Vanquisher 4 / beastlord 3

The 3/3/3 for more wounds t survive the RvR zerg.
The 2/4/3 for more offenseive with vanquisher proc.
While you level up you can do similar with other sets.
Jewelry with stats you need. Either sets or singels.

Iv tried to max parry with a mix to get 55%+ but didnt feel that i survived alot more so it went to the trashcan.

Im sure there are other good builds im not familiar with. Not full invader yet so couldnt try that yet.
