Can you show us the screenshot of your WAR folder with full path shown and another one with the list of all .NETs installed in add remove programs screen?

as i said earlier i have uninstall every Framework and install the new one and here is the screenshot

You seem to be missing a lot of folders in your game folder. Maybe torrent whole game again?
Can you show me the screen of your current .net installation? Not that I don't trust you but when it's on the screen there is no guessing.

it's normal it's a new download and no it's been 5 time I've downloaded this I'm not going to download again with my poor connection
as you can see now i have only one .NET
and I've already tried to copy the war folder of my brothers cause they are working on the last version.

You have .net 4.7, but do you have .net 3.5? Unlike other software/framework, a higher version does not automatically mean compability with lower versions.
open a command prompt and type/paste (left-click to paste from clipboard)

reg query "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\NET Framework Setup\NDP"
This will return a list of installed .net versions

i uninstall all of them long ago
edit: and deactivate the windows one I have the feeling that i never play this game again on this computer
