Radiant Lance very much is a part of burst rotation.

Its the TT on Lance you build around. BE doesnt have one.

Used Expanded Control tactic to give BE the same dps as RL with higher ap cost but added healing.
I mean, for me the class was a dps healer.
If I wanted a pure dps who can kill with dots I played a BW.
The higher ap costs itself are not that much of a problem as you hardly spend your time standing still for ages and casting either RL or BE.
Your target isn't dead anyway after one rotation. You still have the option to squeeze out a little bit damage with RL but the main casttime spell on live was BE and I see little reason to change it here.

Your choice to play like you want. Only gave my opinion on dps am as someone who played the class long before it became a thing.

The OT pertains to DPS AM, not lifetap variants.

If you want max DPS, you use Radiant Lance over the lifetap: it hits harder - especially if you spec for DE (which you should for pure DPS, it's amazingly powerful with a SM) - and, its spirit damage and thus benefits from SM double res debuff.

It not an either or between RL and BE. You use which is appropriate.
If you want burst though you have to use your only ability with travel time.
