I tested it today and passive is currently working. To bring your pet back reliably, you have to click it to passive and then click heel. To make it attack you have to click it back to defensive or aggressive and it will automatically attack your target. In SC`s i saw a few WL and SH standing in savezone and let attack the pets but most will enter the warzone and will play fair and yes they use the pet to attack.
