Can someone advise what regen set op is talking about and where I can fond it?

That is the question. IB´s self heal IS affected by incoming heal debuff, but thats incoming heal from skill. Natural HP regen from gear is not incoming heal from skill so I gues, it is not affected by inc. heal debuff. I could be horribly wrong ....
