It's power is only really obvious in a select few players' hands (arna, heals, harriett -few others), who know how to make it work. I do think it needs some toning down, though.

Someone can tell what skill/skills are OP? Didn't play dps shaman since t4 introduction. In heal spec only broken thing was Fury of Da Green. But is was toned down.
