RR wipe if they add new gear back to the RR of the previous top gear. Otherwise some people will insta-purchase potentially overpowered gear. Remember it was gear-flation that helped kill this game in live. Alternatively, rather than wipe they could make viable PVE farmable gear. Similar today how Ruin+Epics can make you very viable at 36 rather than stepping into T4 SC/RVR with green scrub gear. Live had a pretty poor scaling of gear.
For PQ Sets, it looks like the sets stop too soon. So EA/Mythic never bothered to add new sets of PQ farmable armor when they added new PVP sets;
Carnage
Havoc
Mayhem
Ruin (which probably sits at Annihilator, right?)
No progression in PQ gear past that compared to;
Decimator Armor
Obliterator Armor
Devastator Armor
Annihilator Armor
Conqueror's Armor
Invader Armor
Warlord Armor
Sovereign Armor
Warforged Armor
Dungeon Armor was;
Keeper's Armor
Redeye Armor
Bloodlord Armor
Sentinel Armor

So the PVP to PVE mirror meta-balance was broken with SOV and Warpforge. I think that's where the game failed on live by not offering a viable 'farmable' gear set to match the other sets so one could go either path and still be viable in the end.
These days you can toss on ruin and 'be viable' compared to Annihilator geared people which I feel gives this game a WAY better balance than it did on live. I'm unsure how people at EA/Mythic didn't understand that they shouldn't break the PVP to PVE mirror gear balance...
