Same here - music and all but no character selection or server / play option let alone handshaking. this is error i get:

Thats my error and same description as above issue - no solution yet

Try updating your .NET framework to the newest version.

Edit: If that doesn't work try removing the .NET framework completely and reinstalling it.
Edit 2: If that doesn't work try redownloading the entire client (I'd suggest getting a new data.myp but that's can be fishy business).

You need to rebuild performance counters.

How to manually rebuild performance counters:

1. Go to start, and type in the search box "cmd". Right click cmd, and run as administrator.

2. Type in the command console, "cd c:\windows\system32", and hit enter.

3. Then type "lodctr /r", and hit enter.

3. It will take a few seconds to perform the command.

Performance counters should be rebuilt. Try loading the game, again.
