Why cant orcs be orc skeletons why they have to be empire skeletons?

my guess would be because Mythic didn't create Orc Skeletons.

I do not believe you understand what that would mean. If its not int he game, then they cant just Fabricate it without having the new launcher and client. Unless I am simply mistaken on this one, but if its not in it, it cant be in it, yet..
