We called the pbaoe spammers "Bombergruppe" ("Bomb Squad") and while they were insane in pugs (basically unbeatable), you could actually beat them quite easily with melee trains if you had high RR. I didn't believe that at first until I became the healer of one such a melee train for a short while and by coincidence.
But "bombing" wasn't a problem after it started consuming combustion and you couldn't spam it 24/7 anymore.

I like the idea of Magus being able to summon on the move. Not sure, how much different would be his dmg, if some spells would add weapon dmg, so I'd rather be silent on this one.

BW/Sorc: self-damage/Meltdown handling based on RR
Magus/Engineer: Summon/construct on the move
All of these abilities are pending fixing anyway, with the exception of BW/Sorc.

I vote for this changes, but i think this will be harder than "just" fixing the skills like they are in the game with patch 1.4.8.

The big issue were the exploitable epic lotd talismans that pushed crit far higher than was ever intended and gave bw/sorc an 100% crit rate. They benefited far more than any other class except maybe the dok as they were the healer that werent meant to have easy access to crit and got its groupheal pushed. Someone asked earlier if there was ever a reason to bring any other rdps over a bw/sorc. The moment the community started to exploit crit talis then bw/sorc became by far the best rdps. The only thing that kept them in check was the advantages that slayer trains and mara pull groups were getting from the higher weapondps from the new 80+ weapons.
Since day 1 the games biggest issues had been a result of the bw/sorc mechanic. From the mass exodus that pretty much killed the game when for over a year the devs refused to admit there was an issue with bomb groups. Until the devs and american guilds got absolutely mullered by eu bomb groups on the private server. To the power creep of wp/dok group healing to counter them.
The fact that they needed to add a mandatory renown tactic specifically as a counter to the be/sorc mechanic was proof enough that it was broken. Unfortunately that tactic also had repercussions for other classes as with a big nerf to crit classes with access to high non crit damage (festerbomb, slayer trains) or massive armor bypass/debuff to counter the most effective defensive stat (mara impale/cuttingclaw) got a big push.
The mechanic caused serious imbalance and as was mythics usual method their attempts to fix made balance even worse by hitting other classes and making group heal gods. Luckily this server never has to get into the mess mythic did by adding those talismans and then not being able to remove them as they admitted even if they could fix the exploit they couldnt figure out how to fix the ones people were already using. Probably because by that point they had fired everyone who had worked on the code.

a heal debuff that can be remove with just 1 skill, will not work as intend, cos just 2 click and you will get no penality and you could run safty, thus sorc will just ingore it as it can auto increase dark magic with aoe dot spam, so this change will benefith more sorc.
BW/sorc back damage is just fine, as long it designed for very big fight where hitting 9ppl they took like 1k damage x second.
And it's just what occure in 1.3.6, im not contrary to fix skill like was told for scaling it better with level, that should be a normal fix to do to every classes, but give major change to dps meccanic in a pre end game server status should be out of question.

And that eu order always found nasty tricks better than destru, like bw bomb bug , skaven pot etc......
I just knew about chosen aura 1k damage x sec bug the day they fixed it

Why bother with 1.4.9 most that played would probably say that those changes as always was a step in the wrong direction? The exception in 1.4.9 would be WL pounce fix that surprisingly worked on PTS 
Secondly why we on about BW/sorc again those classes were subpar in 1.4.8? The exception ofc is random mass AOE spam situations like PUG city S3.
Cudos for Telenn pointing out the real problem. Gear inflation and especially LOTD tallies and crazy crit days.
