spanners #7 and #11 players could get on live

#11 was actually only for IB. It was an influence rewards for elf chapter 15 or 16. It counted as a great hammer.

#7 was the city instance spanner with the armor debuff proc.

Now you are being picky NPC only means it can't be obtained by player atm but can be seen on some NPCs (ye, I know some of them aren't available even on npcs atm), like spanner#11

Probably not rigged to animate properly with a player Dwarf model. I'm guessing Kragg's staff is one like this. Which is a pity because rune priests need all the good staff options they can get.

I think what the dev want to say is:
There is for some items no technical or server side restriction that they cannot make it into an player held weapon.
BUT some items have a mention in lore and/or on a produced mini like gotreks axe or kraggs runestaff.
Therefore it will not be a player item. Like dwarfs never will ride boars.

Oh wait, when i think about it, i like them more anyway roasted nicely with a good mug of ale.

And to be honest...i need the staff with the wrench too! As a rp of the Thunderers there would be no better one!
