It's on a par with Flanking.
Both tactics are situational. A lucky string of crits will deliver about the same buff to damage from SYG as being behind the target does from Flanking.
But neither is guaranteed damage. An unlucky string of non-crits can make SYG ineffective and, in many situations, a target can turn to face the choppa and negate the damage from Flanking.
PS. People looking at Flanking and think, "Wow, look at all the extra burst I get when I'm behind a target. Burst kills, so Flanking must get me a lot of kills."
But they also need to think, "The target is facing me so Flanking is doing nothing. Think of all the extra kills I could get when targets are facing me if I only had a tactic that delivered an extra 10% damage 100% of the time instead of an extra 15% damage only when I'm behind a target."
There are pros and cons to every situational tactic. You slot the tactic and roll the dice.

So basically in t4 SYG is in line with most tactics, but the 50% ones are mandatory/OP for those classes.

I really would not consider SYG situational. Crits are not situational, you get them all the time. Sometimes you get a little bit more out of it, sometimes less. Does not make it situational

Apart from marauder, the classes that got the 50% tactics were designed with those tactics in mind.
Choppa and slayer have better dps than WH/WE/Mar and WL. Not having a 50% crit tactic is not gimping choppa and slayer. They were designed to work without it.

neither is flanking situational, go for da soft spot is the staple choppa attack because of how far up savage choppas go so your gonna be attacking from the back a lot

Yes. Sorry, I didn't make it clear I was comparing burst and average damage. Flanking provides more reliable and more frequent burst but has large down times when it does nothing. SYG provides a consistent average boost to damage of about 10% with the occasional burst that matches the 15% from Flanking.

Uh, but what happens when the target turns and faces you? Anyone who knows anything about mdps is going to turn to face the attacker if they are worried about the incoming damage. The only time you can guarantee that this won't happen is if a target has been knocked down.

Well you can circle strafe and stuff and as long as its the sides or the back your good, and if your with a team then any time they turn to face you it leaves them open to others including the second mdps

And they can circle strafe you while you are circle strafing them. So you won't be able to get behind them.
I wasn't aware that choppas gain the benefit from Flanking when someone else in their group is running the tactic and is behind the target. Is that a bug?
