It is a little AP starved so you have to manage your AP/burst accordingly. You could drop masterful aim for either Guerrilla Training or Replenishing strikes and still cap BS (with the scout stance Bal bonus). I just liked pumping up the WS as high as possible to hit harder.
The rank 50,60 and 70 points come out of the top of the scout tree while leveling renown to 70.
I don't think the T4 fester build will be worth using on this server. On live, this was the fester build:

It was always a toss up between fester or eagle eye and really came down to a matter of style. With the enchanted arrows change, eagle eye wins hands down.

Flanking shot is the key for you to get anything like the killing power scout delivers. If you time things right you can time stamp with BHA/SS ticks, auto attack, SFA and flanking shot landing at the same time.
I've seen flanking shot crit for ~2400 with UF and VoN (after mitigation).

Glass arrow functions is an instant cast and functions the same way as flanking shot for flight times with SFA. It has a lower base damage but you make up for it with no positional requirement, being usable in all stances, the range limiter debuff and a shorter cooldown.
I will also be re-slotting my gear with WS to convert the Bal I am getting from instinctive aim. Basically, this will amount to an additional 200 WS with the new tactic. No reason every SW won't be hitting soft cap Bal and 50% armour pen.
