From a KotBS it seems to be mostly occuring when applying the "Stay Focused" aura - which is still a somewhat mandatory aura in most setups.
Nothing is hidden , I just gave you the reason . Only declare anathema and agile escape was a CC with no damage component that was defendable . All other always been undefendable , and pull and Kb always been defendable . Not sure where you see I was doing new rules . We should be removing hidden "features" like that or making them explicitly known - for example stated in the ability tooltips.
This applies to many things, such as effect stacking rules, hidden passive effects for DW/2h, base morale gain, cleanse/shatter rules, and so on and so forth.
The original game was a mess, there's no need to bring that messiness back.

If you find one Cc that have no damage component and can be defended then post it on the BT .
