Not always.
There are groups that will go out of their way to play the side that is outnumbered and outmanned. Some are smaller 6-mans, some are bigger, but they do exist.
That said, yes, people also definitely swap sides for Fortresses and other situations sometimes. Could be a number of reasons for this (wanting to trigger city, wanting the 400% payout of winning fort instead of losing, etc) but there's no doubt it's happening to some extent.

So at first it was even numbers, till order logged off and the initial Destro zerg that you speak of formed?(i wonder how it formed) Reason you supposedly jumped on the underdog to tackle this Zerg?
Do you guys pretend or really don't want to see the pattern here?

It was even numbers, nobody made a new warband while it was even numbers. After destro was successful, some order logged off. THAT is what tilted the numbers, which we responded to by swapping to order to balance it.
Do you really think this change will make up for people being bad and finding another excuse for losing constantly?

I doubt that Order simply logged off and went to sleep and did not switch sides to push for fort and other goodies.
This change will at least generate a sense of normality of two factions at play, for 24 hours.

2 order guild warbands called it after Praag was taken even numbers, shortly after Order failed to take Caledor and push fort. It was getting late for some. And yes, plenty of players log off once they start losing or do other things in game.
If you think the population imbalance is bad now, wait until warbands can't swap to the side with AAO. It will be 100% on one side for hours zerging until city. Enjoy.

It's possible, and just as possible is what Evilspinnre is pointing out - players log out, get bored, go to bed, etc. There are a number of factors that impact a realm's population throughout the day.
I'm sure a number of us played a long time on the Live servers, where you couldn't even have the opposing realm characters on the same server, and you'd still see huge shifts in population sometimes over a matter of hours.
Years ago, playing ArcheAge (don't play it, just trust me) we'd sometimes see one faction balloon 200-300% their normal size for a few hours. Turned out to just be a really popular streamer that would play there.
Point is that lots of things can impact population. Blaming any one singular thing is dangerous and may paint a very inaccurate picture of the real reasons.

I am not sure where this number comes from, but even if it is true, If 20-40 people are making such a huge splash ,you need to ask yourself why are they so impactful.
If the numbers are even, and they win pretty consistently, I would ask myself why.
You need to be very willing to say what exactly you need out of your warband.
Tactics, gear, positioning, how they are using their skills, etc.
That's the mark of the best groups.
Some people get it right off the bat, but some people need to learn it. There's nothing wrong with that. Being unwilling is a different matter.
