maybe the majority of the "staff" thinks is a nice tool (like you i think its a cheat, but who cares about the noobs ;p)
and if i understand welll NB is great for the poor families (to play with 15 dolars mouses)

The only way I use, and have found a use for NB, is to set up the abilities with cool downs on one button for my BW. Where the 5sec cooldown abilities are the last ones used and the 10sec cooldown are first used. The same can be done by putting them on 3 diff buttons. Saving keyboard space....is not game changing!!!
EDIT: Ohh and on my WH I have Feinted Positioning and Pistol Whip on one key. I save a half second by pressing the same key.
Maybe this verson doesn't have it all removed, because it is definitely there.

That's just basic things, there is bunny hopppinig, stacking of dots, virtualcooldowns etc.

Because NB uses several API functions that other addons use too. So you can't simply deactivate those API functions without deactivating lots of other (afaik mostly buff related) addons.
And this furthermore requires client modification.
The cancerous part of nerfed buttons is
imo the conditional checks; every MMO with many keys and and long cooldowns should have some kind of sequence builder to prevent that people with 70-120 € mouses have a bigger advantage over people with 5€ mouses (or keyboards).
Afaik many MMOs have ways to check for commands that come from macro
software that is running on the client (to check for afk botting), but not for commands that come out of the memory of the hardware itself, which punishes only the people without gilded hardware.

Disable mods completly or allow them all. Guess what. Allowing every addon is by far the moast equal of these options as there are NO mods that are availible to just some players. The argument that NB eliminates mistakes is just BS as theres no kinda attack chain that optimal for every situation. A skilled player that react to its enviroment instead of relying on a preset abillity chain is gonna preform better anyway. That makes puting resources into disabling a addon that gives NO Advantages over a good player completly wasted. Focus on correcting gamebreaking bugs like the warband UI dissapearence in Keep Seiges instead.

The question I think that needs to be asked is if the game would benefit from having a larger skill gap between good and bad players by having the skill floor fall some from NB being removed from the game.

Agreed on skill gap and NB's affect on it. Question is: how prevalent is NB's usage among playerbase? It's potential affect on the overall population's skill-floor is annoying, but how large of a percentage of the population actually uses it? And at what percentage does that effect become significant?
No idea if any of the above is measurable with any sort of accuracy (I suspect not), but it's important to establish those parameters before making judgment calls on whether or not we're seeing the skill gap between good and bad players reduced by widespread use of NB.

couldn't care less if NB were removed tbh. and a lot of competitive players use NB (esp. maras, bgs, slayers, choppas). however even without NB these players would still remain as competitive/skilled so you have to ascertain whether or not it is even worth it (i'm assuming op calls for nb's removal from a specific perspective)

Please stop the "development time" fallacy and telling us our priorities. You don't know anything about the mechanics of either blocking NB/addons or the warband UI disappearance, and I don't appreciate you commenting as if you do.

Can an unskilled player even take advantage of NB? The conditionals are fairly robust, I can't imagine someone new who doesn't know how his abilities work managing to get much use out of the addon beyond rotation scripting. Unless there's still a depository for NB out there people can grab strings from?

I kind of doubt it. As usual the ones with best knowledge of the game get the most use out of it.
