Change phosphorus shells to an ability actually befitting of the rifleman tree, and something that helps engineer were it is the weakest.
The entire rifleman tree is single target, and mostly physical damage focused with the sole exception of the 13 point (ultimate) ability being a completely trash corp damage AoE ability that feels like it belongs in grenadier more than anything.
Engineer falls off lategame due to having a hard time against armor, and having to balancing two types of damage. It has no crit damage tactics, so sadly weapon skill becomes the most efficient secondary stat for scaling single target damage, however weapon skills falls useless when half of their kit ends up being corp damage.
Changing phosphorus shells to a armor "melt" over time would give engineer something unique that is strong, but has counter play as well. It would solve is armor pen problem, and give it strong group utility when used correctly/coordinated.
The idea would be to make it so phosphorus shells applies an armor debuff to the target that grows in strength every 3 seconds for 15 seconds, with the latter end being very strong, and having a 3 second linger time at the tail end.
The counter play would be that it is cleanseable, and gives the debuffe around 10 seconds to call for a cleanse/gaurd/heals etc... to deal with it.
It's probably impossible to do, but engineer just needs something to make it's physical damage stronger late game, and changing phosphorus shells to something to reflect that is probably the best route.
