Do the Devs have the capability to modify a weapon type to increase the rate it can proc something?

Example being an effect with a 20% chance to proc on attacks, using a two-handed increases the chance to 30%.

I think it would be easier to implement an internal cooldown for procs (can only proc once per second or once every two seconds etc.).

On paper, that sounds good. But some procs, such as Guilty Soul, rely on stacking on multiple targets and would be immensely gimped if they couldn't proc more than once. Though, ironically, the same tactic is gimped already because it has no internal cool down on its single target proc-rate.

Hm, maybe the internal cooldown could also be reset on target switch, if this is a problem (dunno if possible though).

My other problem with this 'solution' is it amounts to "X isn't as good as Y, so let's make Y worse."

I'd rather see two-handed made on par with dual-wield, than dual-wield weakened to be on par with two-handed.

Some can even say that the upside of 2handers is that they give the access to the 2hander requiring abilities :P

I always thought that to compensate for procs and additional damage of dual wield, great weapons need increased DPS. I doubt thet bonus few percent can be an issue, but Mythic never changed great weapons and let dual-wield be OP.

In keeping with two-hander's prospect of burst damage, granting it a bonus to damage could work. But like a lot of people have said, White Lions already have "a lot of burst", and giving them even more could be problematic. Still, I hear they fall off heavily in T4, but then again things won't be the same as Live. I expect our Devs will do better than Mythic's, so we won't be seeing much of the game-breaking crap that plagued live, so White Lions may end up being fine in T4.

While time consuming, I suspect it may be better to handle two-handers on a class-by-class basis, if possible.

I agree that balance is a class by class process. I don't think itemisation should be used to balance classes though.

Devs can modify 2h weapons dps based on level "bracket"-tier, so I think that won't be a big problem. Time consuming - maybe.
