We had several changes already because of whine not because of actual reasons.
It's not a question of nerfing or crying. We default to using the live implementation, unless the community formally discusses and agrees that it shouldn't be. If you count those discussions as "crying," that's your prerogative. Where you see discrepancies is when...
- People initially fail to correctly report how something worked in live, so it is implemented incorrectly.
- People report something as working a certain way on live, unaware that it changed at a later date.
- People notice an inconsistency, but don't report it hoping to take advantage of it
- All of the discovered resources were outdated before WAR shut down
- Some ability has a special exception to when/how it worked that is not widely known
...or any combination of those.
A default internal cooldown on procs is probably a result of 1 and 3. Morale snares are probably a result of 1, 3, and 5.
Yet the dev team insists on fixing skills/tactics that were bugged on live (which is a good thing). I dont see any ICD on WB tooltip. Fixing piercing bite or pounce means also to leave WB as it is.

Can't find anything else about this ability in Google.
But I didn't remeber ICD on my WE back on live. Honestly, I didn't used this spec too much...

In this case, the information that was missing is not specific to WB. A default internal cooldown on procs impacts tactics and abilities across every class, and even item procs (which aren't working yet anyway, but could have been seriously broken by this). We wouldn't be changing the code for Witch Brew specifically, but rather how everything is handled.
Fixing obvious bugs is also (mostly, probably) an exception to the community discussion part. Unless we get a massive amount of pushback on the topic (like Pouncing back from a knockback), those will be handled as we see them. But any changes that we do revert due to that sort of reaction
will be made again when we open up balance discussions in the future. Which is to say, you can pounce in midair from a knockback now, but it's a non-negotiable fix in the future when we're talking about changes to the White Lion specifically.

Sorry I got to this party late but WB procced on every ability and AA used until it ran out of procs on live there was no ICD on it.

Sorry to break up this discussion on WB but im wondering when should i use HRT and when i should use puncture to blow my frenzy?
Due to the wounds debuff dosnt HRT technically do more "dmg" than puncture?

Hrt does the dmg first then the debuff so unless your target is going to be alive for a while do whatever does the most dmg. On live I never even had hrt on my bars since puncture did more but if you are high middle tree with nothing in right it might actually be higher delve atm would have to look.
