You need to make sure your DirectX is installed/updated. Use this link to install it.

i downloaded what do i do now? Copy and paste it to the folder?

Run the installer and it will do everything for you. Once it's done, try logging in.

OK. You can put d3dx9_34.dll inside your game folder and it will be happy.

I'm having this same problem, only I'm an existing player. Have multiple R35 RR40's and I'm unable to get into the account. Made a new account just to make sure I hadn't screwed anything up and it launches fine.
