Did you put the launcher in the folder with the MYP files downloaded in the torrent? Because it sounds like either the launcher is in the wrong folder or the game has been installed somewhere being backed up by OneDrive.

I'm having issues with re-install. When I launch the game it's like the OG live version without any RoR stuff. I can log in, but there's no text associated with anything, and the game looks like trash. What am I missing? Did two re-installs and got this issue.

You most likely failed with one of the steps in the guide. Most likely antivirus/firewall blocking it.
