Currently you are discouraged from showing in the zone at all if you have aoo and they have the BOs, you cant realistically defend the keep and will only increase their rewards, the only smart move there is to not play at all. Any attempt to cap BOs now only doesnt have to fight against the fact that they have more people, you also get a debuff, that is insane.
They not only have numbers to spare and split to defend the BOs, they also get increased damage and defense, you are creating a snowball effect where a slight win becomes a stomp.
If it only worked on the people inside the keep then it is still a measure against funneling and you are now encouraged to go cap BOs, there is no debuff there, there is also no problem whatsoever for the roaming groups, they can keep doing what they are doing without problems.
As it stands right now, it doesnt balance population problems, it makes them even worse, one side gets hit by AOO and a debuff and the other gets a free path for keep captures and zone locks.
