Ok, good. But let's talk about it. If Obli will have 16-19 lvl then this set won't be so powerful and it will be even worse than Sentry. Devastator for T3 but on T3 there is max 39 lvl so Devastator will be worse than T3 green items. If something get added then it should be maked to play it not only to appear on vendor and nobody would buy it

The level cap for T3 has not been decided yet. Last community poll showed that the majority of players was T2 to be 12-21, and T3 to be 22-31.

Who sets those lvl/rr requirements? Is someone rolling a dice?
This is almost Annihilator rr-wise.

You guys are thinking too far into the game. Towards the beginning this is how the ranking on gear looked. We're throwing it back to the OG days when anni was rank 33-38 and conq was 40/45 and so on.

Requirements: Ranks 35-39 and Renown Ranks 31-35

Based on those facts I have no idea why Anni should be 29/29.
