Please do not take into consideration for stat weighting the weapon DPS for non-shield healers, thank you.

Sounds amazing.
Its so many diferent options between fortress and SC and PVE that sometimes its confusing.
Thinking in the endgame, could be nice find BiS weapons specific for SC, RoR and PvE.

Change is always better than stagnation. It’s nice to hear that the dev team is still working on major changes to the game. It’s obvious to me that Vic/Triu are too powerful and should be tweaked a bit. I don’t care if someone spent 10k crests and is now unhappy. It would be nice if the last Sove/Warlord bonus were good. Right now, the only good ones are the speed buff and the anti-crit.
In terms of weapons, I miss bonuses like morale regen for tanks and the crit/crit dmg procs we know from the live

Is there a current set that is considered balanced within this new approach so we understand from where we go on. For example is dp set balanced since it it just recently made or sov is the base from the go?

If you are looking at items there are two issues that might be considered.
Many Pve sets not having trinkets, making them harder to use.
Allowing the weekly gems to be usable in any position. I dont get why it is only sentinel and triumph trinkets that can use them

...For Weapons, Procs (the extra trait or effect) historically did not count as having any value or weight in item calculation. This was a bit strange, as having extra damage, absorbs, etc is most certainly valuable for players, so many weapons with Procs will still retain those, but will see their stats reduced to balance this added benefit. Across the board, mid to end-game Weapon stats will generally be going down.
This is quite worrying. I don't think anyone would have a problem with lower-tier items getting a stat boost to help bridge the gear gap, but no one wants to have their gear nerfed to hit some homogenous middle ground. It appears that you've chosen a balancing direction that's guaranteed to make the most amount of people unhappy.
For the procs, rather than reducing stats on gear with procs, how about having certain procs aligned with gear of a lower/higher value? No one wants to lose stats for a 2% chance of a small absorb, so that could be a lower item level proc, while things like the 12% chance speed boost could be for fortress+ weapons only. This way, you're still taking procs into consideration for weapon balance, but not blanket nerfing everything with a proc across the board.
When doing work like this, it's important to remember how important gear is to giving players a sense of progression in an MMO. Bringing numbers down across the board for increased homogenisation may look good on a spreadsheet, but it robs players of the excitement and reward of acquiring better gear, reducing their desire to acquire it. Why would players want to spend hours of their free time grinding to BiS through PvP and PvE for something that only gives them a small stat increase over the lower-level gear they already have? This is especially true for support classes that have double the warcrest costs of DPS to acquire BiS as they also need to grind the gear for their off-spec(s).
As for the Tri/Vic ring. If you're going to lower the cost, do it now. There's zero harm in lowering it now and letting those who need it use it at its current gear level, and everyone will be happy with it. While lowering it later, even if you announce it beforehand, will make people angry that they spent 10K on the ring only to have it reduced a short time after.

This is, I think, an excellent point.
Proactive, offensive stats like crit chance, strike-through, and armor penetration should always be weighted more heavily than their passive, defensive counterparts.

Thank you for your effort.
I hope this adjustment to the “end-game” weapons means that new weapons and new RVR gear will be released in the future!!!
