Being able to answer this correctly would require a lot of math, and a really good understanding of the games mechanics and different situations based on what you are fighting etc...

This game has no good single resource for all that information, as the wiki is so shitty it might as well not even exist at this point. And the one good resource for information the warhammer alliance forums is lost forever, only a few pages and indexes survive on archives.

Is thier a difference between buffs a avalible between Ordo and dest atm? Even with your standard DoK snare buff and sorc buffs spamming lotsa choppin is not reflective at all on chopppa
