I had a feeling no one was going to post anything constructive or back anything up with actual proofs etc... Or even read at this point I guess.

using chillwind first isn't only for the burst, but because if something gets cleansed it wil be chillwind. which happens very many times

Propa tactics atm are EK and VoD.
Nothing can get you better burst atm.
Later rotation will include VoT and ID to be fully deadly.
Later with more tactics there is as well include of SoD and SoG. Evantually IG for bosting your team.

2.8 seconds - Cast DB
3 seconds - CW tick 1 hits 166 dmg
5.8 seconds - DB hits 687 dmg
5.8 seconds - Cast GB
6 seconds - CW tick 2 hits 166 dmg
6.8 seconds - GB hits 348 dmg
6.8 seconds - Cast HoR - HoR tick 1 hits 442 dmg
8.8 seconds - HoR tick 2 hits 442 dmg
9 secondos - CW tick 3 hits 166 dmg
10.8 seconds - HoR tick 3 hits 442 dmg
11.4 seconds - WoP hits 707 dmg
12.8 seconds - HoR tick 4 hits 442 dmg
4008 damage in 12.8 seconds. less dps than my rotation even when I use VoD. This is using the 30% mitigation, 200 toughness target w/ 10% disrupt chance just like in the OP.

problem with CW 1st when you only have 2 tactic slots is that it lasts 9 seconds, but WoP takes 10 seconds to pop when you are using SoD. And at that latter end of the rotation you are channeling HoR. IDK maybe at this point we can just discuss SoD vs VoD?
SoD is giving you more dps in your rotation, giving everyone that does spirit damage the same benefit as well.
VoD is letting you guard WoP w/ CW and for the most part making it uncleansable, as well as a giving it ~30% bonus damage in WoP itself.
If i lose my WoP in my rotation I drop down to 3828 damage, whereas losing CW in the posted rotations brings them down to 3510, a loss of 498 damage compared to losing 697 in mine.

ST sorcs/bws are all about the rotation and everything major hitting almost at the same time. WoP is a major factor cause with VoD it hits as hard as DB. Not using VoD means that you're giving your enemy a higher window of opportunity to avoid your burst, and there's a higher chance that it'll get cleansed. Not even gonna comment on the opening with WoP.
And on your gear comment:
Helm on mara is barely game breaking, sorc chest is the same as renown chest, staff gave me 20 more wounds than I had on my full greens bw. By the time I got the shoulders, I already rerolled.

VoD > HoR. I don't main a sorc but even i know that. WoP is your best spell for burst damage.
This should be your spec at 26.
