The massive changes were a few months after lotd dropped on the live servers
I'm not going to get into how bad SW and SH were prior to their upgrades.
Basically at release the SH and SW were literally the worst classes in the game. Around the time they changed them they also fixed the witch hunters to pure str based damage prior to that they used ballistics to calculate their finisher damage and str to calculate melee attack dmg
Basically the devs either had a bunch of different people working on various skills for classes and non of them communicated together to figure out how those classes would work with their stat pools. Or the guys were just grossly incompetent
So now in the lower tiers you have certain classes that are more or less vanilla like BW and sorc and second generation reworked classes like SW SH even rune priests and zealots had their mechanic of stat switching added around that time letting them play different and fun builds
Just saying all this to put things in perspective.
Being an ultra squishy class like BW that needs a full time baby sitter to be as effective as a class that can kill you in seconds would be aggravating for sure.
I'm sure once we get into the later tiers the caster classes really start to shine but at 20 the BW and sorcs don't have their more powerful tools yet so I can see where the OP is drawing their opinion from
