Reward models drive player behavior. It's an incentivization problem. The only significant rewards are from killing players, so people congregate where there are more rewards (players). There's no reason to leave a blob to say... capture a BO... since it doesn't materially affect the campaign or offer significant rewards.
If you want people to spread out, spread rewards out around the map and it will happen organically.

contribution from capping bo is pretty much the same what you get from smallest assist on kill. no carrot = no effort
