This is the worst approach. Punish those that want to do positive xRealming isnt helpfull. You want to punish those that are doing negative xRealm/exploit.
If, as many said, xrealm for the good of the game they will do it. They will got good fights, they will do orvr stuff, just not rp and renown. But since xrealmers doest care about these things but only for the good fight there is no back draws, right?
Alternatively if the fractuon you switch gain aao you may gain rp and crests only at orvr till there is aao. At scen no for 1 hours

There is good xrealming and bad xrealming. Good is swapping to balance the fights. Bad is doing it to join the winning side or pushing for a fort and then xrealming over.
I would just simply make it so you have to have a certain level of contribution to get into a fort. People qq and say this would lead to undefended forts but I think it would encourage people into the RvR lakes thus stopping the I will afk till get a super defensible position people from doing that and wiping out half the toxic xrealming part. If people care enough about losing a fort they can just join the defense of the last zone. If they just want to wait till fort pops for an easy farm they cant.
Its pretty rare these days that a fort is full or if you know what you are doing you dont get in. Therefore any qq about it already being there is kinda pointless outside of about 1 hr of primetime these days.

Also once witnessed an account of grey xrealming. When a guild lead a warband through an entire campaign to lock the enemy city, only to then change realms and participate in a city on the other side.
And it was not a pushover campaign, both sides had at least 2 oWBs in the field. The last fort fight was close.
But yeah xrealming is not inherently bad. It's similar to the guns debate. The moral factor comes down to how you use it: to Stand Up or to Punch Down.
