it is fair for mdps to be carry of meta since 2008, but it wouldnt be fair for rdps. why?

This is actually not bad idea :P

Add to that some cap mechanic that impact rvr for capping side and we will have zerg splitted on capping/defending BOs instead of mindlessly blobing up and running together.

What could be done is to split the 2 RvR areas that are open in 2 specific game modes : one zone would be for warbands only, the other for 1 to 6 men, so that small scale players can do something else than feeding the zerg. Eventually zergboyz will be bored of their less profitable way of playing
