The real question is, why do you want the tank with the most damage? If you're looking for solo roaming, that won't be the only criteria. If not, why do you want to do damage as a tank?

Are you sure BG>IB?

I'd say Chosen is the best one, solo roaming in my opinion is mostly about regeneration to be able to hold 1vX since you rarely fight 1 on 1. Chosen has spirit damage, resistance debuff, lots of CC, and a health recovery aura, making it a perfect set for solo.

sm - highest consistent
ib - highest burst
bo - highest outliers with crits
bg - highest sustained

imo sm and bg are the most fun sm for mobility + wall of darting steel
bg for infinite resources and always having a key to press

The ability to 1vX can be achieved on any tank. BG and BO can stack armour debuff to make their physical damage hurt. Health recovery aura is cool but doesn't hold a candle to BG heal.

More often than not you do tend to bump into other solo roamers and I don't like the fact that Chosens can be hard countered by puddle DPS AMs, which is one of the most popular solo roaming class.

Nowadays there are 3 main criteria for being able to roam solo:

1. Ability to 1vX
2. Ability to shut down stealth gankers
3. Ability to 1v1 other solo builds

Chosen is pretty good in everything except 3 only because of AM.

sm prolly do most dmg due to spiritual dmg, for destro i will say bg is in a good spot.

IB has better single target burst. BG does better aoe for whatever thats worth. BG does also decent consistent dps and has more convenient way for building career mechanic (don't need to sacrifice tactic slot) but doesn't have his skills line up for the big burst same way than IB does. I'd personally rank IB above BG dmg-wise because of the burst but each of their own.
