The parry from WS calculation is:
(defender ws)/(attacker str)*0.075
Against a 1050 str softcapped dps you only gain 0.2% parry from the 28 WS.
Only against a SnB tank with 200 str or below do you gain +1% parry.
Use .getstats for evasion stats (parry, etc.).
is likely wep skill work better for tank due guard dmg str always being 1; but depend on the ammount, fo sure a bg is not st focussed hence it should matter more guard avidance than general avoidance for small scale.
Since almost a year and a half ago, guard uses actual str/int/bs of attacker, not 1.. viewtopic.php?f=42&t=44063

Even then 28 weaponskill is 2%, which is 1. Pretty small improvement and 2. With 2h BG generally hovering around 300 WS you get 100% parry on guard damage anyway ((300/1)*0.075=22,5, you get over 80% parry with just the flat buffs and tactic), and your bigger issue becomes the direct damage you'll take, so I'd argue gunbad amber is just expensive alternative, not bis option.

If attacker has 100 str, then 28ws is 2%.
"((300/1)*0.075=22,5" is 2250% parry (was it not for a 25% cap), if it reaally used 1 str for the guard, you'd just need 4 ws to get 25% parry.
Rough gunbad Amber/ruby is usually around 5-10g so are great cheap early picks, but if you are stacking parry, they are worse than fragments for that purpose.
On my BG I usually run WS over str talis (after I've reached the HP i want) to get a small parry boost.. so I'm not discounting it, but you are going to need a lot more than 28 ws.
