Seems like you are not aware that there are about 1500 skills/tactics/morales that need to be all manually coded,tested and bugfixed before they can open t4/lvl40 chars. Just to let you dipshit know: thats quite some work to do.

As I said: changes like that _can_ be just made temporary, because we will be stuck at special levels for most likely some time. And I just see benefits in balancing the game while we can and dont have to put in too much effort at all

Topic starter doesn't even play Destruction. Please don't strawman.

This thread is being made because players are arguing against the implementation of Rank 21 because of realm balance concerns. I don't intend to implement everything up to Rank 30/31 in one shot with no interim updates, nor do I wish people to come knocking on my door saying that I'm biased because I pushed Rank 21 knowing these problems existed - so a solution needs to be found
